My Family App Has Kids Using It, So I Read the COPPA Rules Before Anyone Asked

On September 21 I wrote down how the children's privacy law, COPPA, applies to the app, and an ordered work plan. I'm not a lawyer, and this is notes, not a legal opinion.

The service is realistically used by families, and the app already records which family members are kids, so I treated it as knowing that kids use it. The default is that a parent manages a child's profile with no child account, and that stays. The exposure is the optional kid login and the kid-facing TV and voice parts. The sharpest issue I found was analytics code loading on pages a signed-in kid could use. I changed no code in that commit.
